In the Core Strategy Development Principles document, adopted in February 2011, the Council invites developers with interests in developing strategic sites around the Borough to submit to the Council a Development Brief for their site.
The Development Brief will have the status of evidence base for the Core Strategy. The aim of the Brief should be to help the Council come to a view as to the deliverability of the site, and of its planning merits. The preparation and submission of a Development Brief does not confer upon the site any special status. It is for the Council to decide, firstly, the general locations of new development in the Borough, secondly, the sites which would be best able to meet the aim to create sustainable communities, and, thirdly, the phasing of development to achieve an orderly and logical pattern of growth. This must be done through the proper process of the Core Strategy, key to which is extensive public involvement.
The evidence base for the Core Strategy consists of a suite of different documents, and these Development Briefs are only part of it. The Council must consider all reasonable evidence that it has been able to gather, and the views and comments of everyone responding to public consultation.
In accordance with the Development Principles document, Barton Willmore, on behalf of their client St.Modwen, has submitted this Development Brief to the Council. As part of the preparation process, and before formally recognising it as part of the Core Strategy evidence base, the Council is consulting the public and interested parties. Barton Willmore fully agree with this approach as being good practice, and will consider making any reasonable changes to the document to improve it before the Council accepts it as evidence base.
This draft Development Brief is now the subject of consultation for a period ending at 5.00pm on 22nd July 2011 and we would welcome your view on its contents. Any representations will then be considered and reported to Members with any changes to the document if required and, if accepted, adopted for the use in determining planning applications.
